When a newly appointed senior government official stepped into office, they inherited more than a new title. Years of perceived financial mismanagement had eroded public trust to a historic low. Citizens were disengaged, skeptical, and unwilling to believe that new leadership meant real change. The administration needed more than promises. They needed a strategy to rebuild credibility, restore confidence, and give citizens a genuine seat at the table.

Pryme Consultants was engaged to design and implement a participatory budgeting framework that would do what speeches and press conferences could not: put decision-making power directly into the hands of the community. We built the jurisdiction's first ever participatory budget engagement series from the ground up, developing the full community engagement architecture, messaging strategy, format and flow, survey infrastructure, and all supporting materials. We also coached the official extensively on presenting to a skeptical public and navigating difficult questions with transparency and confidence.


The engagement series was a resounding success. Citizens participated in record numbers. Community input was formally incorporated into the budget process, and residents left feeling their voices had genuinely shaped how their tax dollars would be spent. The administration emerged with a measurably stronger foundation of public trust.
